Bieganowski earned his Bachelor's Degree from Le Moyne College and Juris Doctor from the University of Houston Law School. He began his legal career in 1978 as a trial attorney with the National Labor Relations Board, where he represented the United States in employer-employee labor disputes. He later became a partner at a private law firm in Houston, Texas. In 1982, Victor opened his own law offices in Houston and El Paso, Texas.
